If your server uses 5mb memory and you log in to it on the same computer the server is hosted from than you also use ram to play the server so total be about 10mb ram. Might be a bit of a longshot for you but me and a friend had this issue and i had to restart my WiFi and that was it. I couldn't connect to the steam servers when hosting so it never loaded the pz server. My steam was being weird though not loading my friends list properly and some other stuff so it was definitely my steam rather than pz.
