Nvm, I cried and went to the station, found the exotic ship and yoloed it, thought, exotic x exotic (royal), reload the manual safe after the purchase, went with that ship to the pillar and the red one was there, I don't think the purchase is needed, but maybe the reload at the station. Finally got the red one!
The charts do drop from the Salvaged Glass you now get from dead Sentinels but it’s a low drop rate. You can definitely find a pillar from the new Settlement-based quest line. The Salvaged Glass the Sentinels drop on death will rarely contain Sentinel Boundary Maps which ping the location of Pillars :o.
