Mercury prop bore sleeve.
The part is called a propeller bore sleeve. It literally just snaps into place. If you are able to remove the propeller then you are definitely most able to change the bore sleeve. Just pull the prop off, break up the old sleeve with a hammer and chisel, and snap the new one in place. It's a 4 dollar part.
