Float bowl adjustment too high maybe. You would see fuel dripping from the main boosters if so. Mains won't start flowing till about 2000 RPM, give or take a little. You need a good amount of airflow to cause a negative pressure change, to get the mains to start flowing. At idle, mains will not flow, unless something seriously wrong with carb.

I recently purchased a holley 600 0-80457-s and this model does not have any adjustment nuts and scews on the float bowls. Every holley needed some type of adjustment even a 570 street avenger has adjustments . I had a bit of an idle problem when it is cold but after it warms up its alright. Smells rich at the pipes when it starts.
