There are a few states, California being one, that have done away with this shitty practice and requires restaurants to pay minimum wage to start. We still tip in California, but servers aren't being screwed as much when people don't tip. For ref, federal minimum wage is 7.25/hr, so 2/hr is not at all a liveable wage.
