It has to drop with all 3 already attached Aligned flamer barrel can be added later with a box mod but if you roll a Groll quad it's useless with a flamer. The Enclave rifle, if used as a flamer, has less range (practically a mele weapon) and more damage. I don't think it's worth the grind of finding the Enclave flamer mod, personally.
