Just follow the guides to the dungeon locations. You don't need to use the Tome to find the set dungeons, just check one of the guides listing their locations. It sounds like you're either not wearing the complete set (you need to have the 6 piece bonus active for the Tome to work) or as WyrmKin said, you're wearing one of the newer sets which ...

Each class has 5 class-specific sets: 4 original sets that each have an associated set dungeon, then a new set that doesn’t have a set dungeon. I mean, if they want to make new set dungeons I would unironically be down for it. I actually enjoyed solving the "puzzles" of finding the right build to finish a challenging set dungeon. I would also be down for them rebalancing the sets for damage output.
