If this is a first life character, consider starting with an 18 dex so you can afford everything at level 1 still. If you don't have enough racial points, just don't put points in the halfling tree at end game. Still put points in up to level 20 for the extra healing then spec out of it or spend less in vistani at 20.

This character doesn't have much AOE DPS, but it makes up for that with very high single target dps. A fun build that will work from level 3-30.
