Tesla does iterative improvements through out the life of the product though. Model Y has a completely different structure now with the castings and structural battery pack, yet they kept the same skin. Any "refresh" people talk about with Tesla are visual redesigns, not product improvements. Model 3 has been through 8 motor redesigns.
