Ilvl doesn't really matter, it is 100% skill based. Ilvl 385 can easily do +15s if you know exactly how to play your class to it's full extent (cc, interrupts, slows, burst Windows, etc), or struggle to do +5 if you don't know. So you got waaay more chances for anything to TF and it would be just stupid to make m+ gear base ilvl higher. 930 from weekly chest is already high for doing just one +15.
